I examined the value prioritization processes of tech support professionals helping organizations with limited resources. While these projects varied from debugging to web development, the focus on "technicality" was secondary to values alignment.

Key Finding: Technical support functions as a form of “value brokering.” Experts are not merely resolving software issues; they are translating high-level values (such as accessibility) into concrete technical decisions and implementations.
